i did a quick search and seems the relationship defined in System Wizards.
Please refer this wiki Wizards - ServiceNow Wiki
in section 3 mentioned that
- KB viewer - displays a knowledge base article
to see that you need to activate the System Wizards application as mentioned in section 2.

and if you go to the panel section in the wiki (section 3) Wizard Panels - ServiceNow Wiki ,
you can see the section 2 Creating Panels, there step 6 about the kb viewer

KB Viewer isn't the same thing as what pallabi is looking for. Sadly the answer is before... Nope, you can't customize that page. I myself had a problem with the version 3 och knowledge and it not being able to be seen if the user isn't logged in. I had to make my own page for that.
