Is it possible to modify the data or functionality using browser developer toolbox?
Ex 1 - On Incident form, I have short description as mandatory. Using browser developer tool option, can I make it Not mandatory?
Ex 2 - Using browser developer toolbox, can I manipulate form data? Ex - state field is read only. Can I change the value to something else?
PS - I tried doing so, but couldn't do it, but my colleague says he can do so.

This answer makes no sense. You are doing team building and instead of asking your team, you are asking the community? Your colleague failed the team building, because of not sharing.

Yes, using the browser developer toolbox, you can temporarily modify form properties (e.g., make a mandatory field non-mandatory or update read-only field values) by manipulating the DOM or running JavaScript in the Console. However, these changes are client-side only, temporary, and won't bypass server-side validation or persist in the database.
