Is possible put a Line below "All Menu"?

I want to put a line below the main menu. Is it possible to do this? I have this line in Service Portal, but I have a requirement to do this in the next experience framework. I attached 2 photos to contextualize my requirement.

Line need cloning of the widget. You can show different colors at lower side.

 

Go to Portal configuration - Brand
