Question:
Is there a way to create an incident from email for an external user without enabling Guest Account?
Also we cannot enable the property to automatically create incoming users.
Any hints would be helpful.

Have you checked into the out of the box email inbound actions examples? I believe that based on the incoming email address the system can determine from which user is sending the email and so then associate the insert/update to that user.

Hi Benny,
Actually, the user is an external and does not have a record in the system.
Also the number of external users is unpredictable and could be in thousands, hence creating manually a user record for everyone is also not an option.

Thanks for referring this thread.
The problem that I am facing is that I cannot enable the automatic creation of users as well.
This is as you rightly pointed out due to security constraints and also regional complexities of the global solution.
