Is there any way to create UI's in configurable workspace only Using HTML ,CSS ?

Hi, currently i'm working in configurable workspace.I have to create lots of pages .so it's hard to create UI's using components as i want. So i want to know is there any way to build that UI's using HTML ,CSS only.without any inbuilt components.
