Issue aggregation

HI,

I'm working on the issue in GRC where we have the below requirement to aggregate/group issue 

1. Validate that any new issue created with a different indicator but with same control objective, indicator failure reason, State as New, priority and no existing parent issue on or before 30 days after creation of Parent issue should be added in the same parent.

2. Validate that Parent issues are created at the end of day with the above Aggregation logic scheduled to be added to the same parent

3. Validate that no duplicate parent is created for the same issue.

any help on building the above logic would be helpful.
