Issue with 'Assigned to' and 'Assignment group' Not Being Mandatory in In-Progress State Across Envi

I’m troubleshooting a situation where, in certain environments, incidents can move to the In Progress state without an Assigned to or Assignment group, even though this is typically enforced out-of-box. In other environments, the expected behavior works correctly—Assigned to and Assignment group are required before transitioning to In Progress.

I’ve already checked business rules, but I don’t see any configuration explicitly enforcing this. Has anyone encountered this issue before? Is there a system property or an OOB business rule that controls this requirement that I should check for across environments?

Any insights or suggestions would be greatly appreciated

Please check UI Policy and Client Scripts also, there will be some difference
