Issue with event processing with a threshold

 I have an event rule which is currently processing every event created from the source. Requirement is to process event generated 2nd time within a span of 7 mins. For this I added a threshold  as Occurs : 2,Over (Seconds):420.With this update Iam not seeing any alert being created even though the events are being generated within 7 mins.

 

Any help is much appreciated.
