Issues with the newly created Flow Designer and Decision Tables

Hi, I'm currently facing 2 different issues in DEV instance after the Vancouver patch it seems.
1. Missing Flow in Flow Designer
One of the flows that I've created in Flow Designer suddenly not visible in the Flow Designer, and when I tried creating a new flow using the same name it says there is a flow with same internal name (screenshot attached). Previously, I was able to see it after creating it and made changes to the flow as well.
2. Decision Tables cannot be exported
I've created 2 new decision tables in DEV and they are unable to be exported. Previously, I was able to export and import the updates, only last week when i was trying to update the values of the decision table, I realized I was not able to export it already.
