ITIL user account with a local password on a SSO enabled instance

Is it possible to create an ITIL user account with a local password on a SSO enabled multi-tenant instance where only the end users are allowed have local accounts and all the licensed users must use SSO.

@Community Alums You can allow users to login using their username and password on a SSO enabled instance. It's just that your users who wish to login using their username and password need to use login.do page to login.

It doesn't work with the local password for my instance, even though I'm using the correct credentials. It gives me the following errors.

Your Username or Password are incorrect.

Please also ensure IP address based access-control restrictions do not prohibit your authentication.

if SSO enabled then local password will not work

to use local password user instance.service-now.com/login.do
