Hi,
You can use Form Annotations for Incident/Problem Forms to have similar functionality of Labels on the form. Below links would be useful:
http://wiki.servicenow.com/index.php?title=Annotating_Forms#gsc.tab=0
For Example, For Adding Labels on Incident Form, Right Click on the form header and then select Configure-->Form Layout and then Select Annotations from the Left Slush Bucket and add you Label text as shown below and save your form:
Result:
Hope this helps.Mark the answer as correct/helpful based on impact.

But I cannot right click on the Annotation like how we can in Catalog item for a Label.
I dont want the Annotation to always be visible?
How can I write a UI Policy on that? I was not able to find the Annotation in the UI Policy Action.
Thanks,
Vaishnavi
