Language Picker missing

Hello all,
with the update to Utah we also activated the Next UI Experience. 
But we are facing some issues. For example, the language picker (Preferences - Display) is missing in our prod instance.
On our stage instance (both same version / Patch 3) everything is fine.

Both screenshots are from the same user. (non admin)

On the prod instance, i can only see the language picker when I use my admin account.

@Maki , 

Please check and confirm does the self- service view of the "sys_user" table have the language field, if not can you please add and check by impersonating the non-admin user.

language field was missing on self-service. I added it, but unfortunately still missing. 
I'm talking about backend (right corner - click on the picture - preferences)

Via portal (right corner - click on the picture - profile) I can (now?) also choose the language with non admin account.

About backend (right corner - click on the picture - preferences) -- after adding the language in self service view you should be able to see the language selection might be there would be order difference please check again below is the image from PDI - tested for non - admin user

Did you/ServiceNow get this resolved? We just updated to Vancouver Patch 2 and facing the similar issue...
