Make none a non-mandatory field

Within the change form, I have a category field, this field is mandatory regardless of what option is selected from has a dropdown 

How possible is it allow this field to remain mandatory when I select any option from the dropdown other than none but because the field defaults to none, make it not required when none is selected

Just looking for a way to make none not a mandatory field when the option is none but make every other option within the dropdown mandatory if selected 

None = make category field not mandatory 

Hardware,Software,Service and the remaining option = Category field remains mandatory
