Hi All,
How can we make sure that all reviewers review the policy before going to the state "Awaiting approval".
Any help would be much appreciated.

First, define a review stage in your workflow specifically for policy review. This stage should come before the "Awaiting Approval" state. Configure this stage to require input from all designated reviewers. You can achieve this by creating a task or assignment for each reviewer, ensuring they are notified and reminded to review the policy.
Next, set up mandatory fields or checklists that each reviewer must complete before they can mark their review task as done. This can include specific questions or checkboxes confirming that they have read and understood the policy. This step ensures accountability and thoroughness in the review process.
Additionally, configure the workflow to prevent the transition to the "Awaiting Approval" state until all review tasks are marked as complete. This can be enforced using workflow conditions or business rules within ServiceNow. By doing so, you ensure that the policy cannot advance to the approval stage until every reviewer has completed their review.
