Making comments mandatory on dialog box on Risk assessment form

I need to make the comments field mandatory on dialog box on Risk assessment form. Please let me know how this can be achieved. PFA screenshot

It is a UI script which is OOB and used in UI action(OOB again).

check which UI page it is calling.

Have validation onSubmit of that to check if comments text area is empty or not

I'm trying to make the comment field mandatory for a certain answer.

I want it to be mandatory even before opening the dialog box.
Any ideas ?
