Making user notifications read only in Notification Preferences

Hi, 

I want to make all notifications read only for non admins users in notification preferences UI. Below is the screenshot-

All these notification settings for different category should be disabled so that non-admin users can't change the notification preference for any record. Does anyone has experience on it.
