'Matches Not Found' or data not found Message when looking up 'Service Offering' from service portal

Hello All,
When accessing a Record Producer Catalog Item ('Test Report an Issue' item in our case), via the Service Portal view only, when the dropdown field for 'Service Offering' is selected, we are seeing the Message 'Matches Not Found' - as per my attached screenshot.
Admin can able to access the data from SP, but while impersonating with End users, it's not reflected.
Gone through many posts , but I wanted to provide access to all the end users in my system for existed and future records as well.
found read ACL's on service_offering .IN PDI also facing the same.
pls provide any suggestions.
