Migration Issues Update Sets not reflecting the Changes

Import set data and the data loaded in the DEV environment is not getting moved to TEST environment..
Also in TEST environment., additional tabs are added to the Form. In Dev, i couldnt see those additional tabs in my forms.. Here is what i have done..
I created one more update set and just made changes to the form.. Undo the changes and reverted to my normal form. The changes got captured in the update set.. then i moved it to TEST but still its there
When i looked at the form design view in TEST environment, i could see 2 tabs with in disabled state..

Check in form section that how it is showing many time.
You can also check in Default view sections in TEST that when it is created and who created it.

somehow i m able to come over the extra tab issues by capturing the changes.. Any idea why data which i have populated not getting moved to TEST?

Check the logs of the update set, If the update set found a new change on the target instance, it ask for your permission to do the changes.
Check if it is skipped or applied?

How many views does the table have? Are you sure that you are moving changes for the right view?
