Migration Issues Update Sets not reflecting the Changes

Import set data and the data loaded in the DEV environment is not getting moved to TEST environment..

Also in TEST environment., additional tabs are added to the Form. In Dev, i couldnt see those additional tabs in my forms..   Here is what i have done..

I created one more update set and just made changes to the form.. Undo the changes and reverted to my normal form. The changes got captured in the update set.. then i moved it to TEST but still its there

When i looked at the form design view in TEST environment, i could see 2 tabs with in disabled state..

I have only one view. I m not sure how it got messed up. But after i touched the view /form layout again n captured in the update set, it worked .. Now i m working on the data part.. its not getting loaded in TEST environment. Analyzing it
