Modify "Security constraints prevent access to requested page" message ?

Dear Experts,

Can I modify the message "Security constraints prevent access to requested page" when someone don't have the access to certain page and landed on that page.

The page shows error like attached. 

I want to modify the message shown and change the image. How can I do it.
