move archival rule to different image

Thanks in advance for your help.

I've created 2 Archive rules in a sub prod environment. We are eventually going to want to move them into Production.

I tried to add the rules to an update set that is in the same scope as the Archive rules but, they don't show up in the update set.

Is it possible to do this?

How do I move them so I don't have to recreate them in every environment we have?

After some more testing, it appears that you can only get the Archive rule into an update set on creation. The Add to Update set related link from the form view or in the list view Menu at the top right of the list view don't work.
Can anyone verify this?
