Need help to create new page in Service Portal

I have a requirement to create a tile: PCSAP in below page the size of tile should be same as SAP - Report a Problem tile.

If user click on that tile: PCSAP, then user should redirect to another page where catalog items of software and hardware categories needs to be shown in grid view as shown below.
