Need help with Reference Qualifter

I know this is simple, but my brain isn't getting this. 
I am using the cmn_ cost_center table. 
In the code field I have these values in six records:
Code  - 100
Code - 100-200
Code - 100-200-300

Code - 100-200-300-400
Code - 200
Code - 200-600
Code - 200-600-700
Code - 200-600-700-800

I have a catalog item. It has four variables, A, B, C, D. 
It's referencing the cmn_cost_center table and the code field. 
When the user selects A = 200, then I want it to show the rest of the codes under 200. 

I know I use an advanced reference qualifier and could do it easily, but don't know what to put it in javascript:
If I want a simple reference javacscript qualifier, not a long script what would I do?

but if user selects Cost Center with Code=200 in variable A, user already entered/selected the value

Then filtering is not applied at that time.

what's your actual business requirement?
