Need Logic - Risk Record ReadOnly

Hi Team, 

We couldn't able to find the logic where risk is getting read-only when it changes to monitor state, I have checked all the  Ui Policies, BR's , Client Scripts & ACLs tooo which are related to risk table.

Give me some suggestion where i can find logic from where it becomes read-only.

Is this for a risk record in IRM? Or project management risk? Can you share a screenshot as well as the table name

did you check any UI script is making it readonly?
