Need to add 400+ choices to the select box.

Requirement : Need to add 400+ choices to the Select Box variable type or List Collector. And user needs to select multiple choices. Takes much time to add 400 choices manually. 

Please suggest me solution for this or any other approaches.

Well if it's "services" then the Business Services in the CMDB got your covered. Check here in the docs, and check on CSDM here.

This sounds like some quite fundamental data that should be implemented (and maintained) properly.
