Needs to attach correct workflow from another instance

Hi Team,

I am having a catalogue form in which one workflow is attached that is not working as expected however same workflow is working as expected in another instance, it's a big workflow to compare each activity, I captured workflow (correct one) from another instance by update set and checked if the correct workflow came to dev instance, I am unable to find where it is coming.

I tried export import, XML but nothing is changing, how can I attach another instance correct workflow to dev instance, please suggest.

Create an update set in the instance where the workflow is correct.

Now open the correct workflow, checkout and publish it. This will capture it in the update set. Now, complete it and move the XML file from correct instance to the required instance.
