New button missing from Menu Section list

Hi,
I am working through the developer training, using a Geneva instance and currently on the Advanced UI module. Early in the exercise you go to the Service Management homepage and are instructed to add a new Menu Section called Marketing Events to the SM Service Automation - top block of the Service Management homepage. However, the Menu Section list in the Navigation Menu record for Service Management Menu - Top has no button to add 'New'. I've checked the list controls and 'Omit New Button' is not ticked and I can't find any UI policy that could be causing this.
This is very frustrating, my instance has recently had a reset so there are no customisations since then that could be the cause. Additionally it looks like in the instructions for the module the button is also missing in the screenshots yet there is no explanation of how work around this.
Any information will be much appreciated.

How did you changed the scope as I am also facing the same problem and scope of application seems to be disabled for any change.

Hi Rishi,
For me I had to make sure to be logged in as system administrator and then click the gear icon in the top right corner of the screen. Then select Developer from the menu on the left there you should be able to change the scope from global to your application or vise versa.
