New button not available on related list

Hello All,

I am facing a weird issue while configuring related list. I have configured related list on incident form to show the related task. But I am not able to configure New option on the related list. I have unchecked the Omit New button , the same functionality is working for Omit Edit button. Somehow I am blocked from showing the New button on the related list.

This activity I am doing on a scoped application. While I can see the new button when the same incident viewed on workspace. 

Please provide guidance on this issue.
