New Records added in a Table in Dev Instance

Hello All,
I have added new records in a Table in Dev Instance of SN. I need to move the changes to Test Instance. I see my update set is empty. Do I need to export the XML for the Records to be imported to Test Instance for them to appear in Table in Test Instance. Can you suggest what is the best practice. Or do I need to add newly created records to update set by clicking on Add to Update set.

Data is never captured in an update set. Data can only be moved via XML.
