Next Experience UI personalized themes, is this possible?

I have someone who requires their own personalized them in NE.  I have already created this theme as a variant however I don't want it available for all users, just one specifically.  How do I do this and is it even possible?  I have read this option was taken out of the new UI so I am looking for a workaround.

I'm afraid this is not possible. I tried a bunch of stuff to get this working for you, but couldn't get it to work for 1 individual.
