Since we have updated to Madrid I am unable to apply any related list conditions when I am viewing the contents of a table. When I open the condition builder that option is just not visible to me (picture below).
When I load a list from a report that does have a related list condition applied to it the filter option is greyed out and I can't modify the filter that have been applied by clicking on it. I'm not sure if this is a servicenow bug or just me not finding a new option or setting somewhere.
Before we upgraded the condition builder that is visible in the report builder (pictured below) was also available in list view when I was looking at and filtering records. Am I missing something basic about getting that condition builder added back to that view?

Are you using List V2 or List V3?
If you are using V2, it may not be an option for you. Take a look at this documentation:

Hey Noah,
It looks like the list v3 was partially implemented and enabled. Once I found and updated that record in the system properties the issue resolved itself. Thanks!!!
