Are you sure? I assume you work on and close your tasks after the change has started?

yes, once change task is triggered if the planned start date is in before current date/time. Not to close the task

yes, once the change request planned start is filled ,after approve change task is triggered, if the planned start date is in before current date/time),not to close task through error.
