Notification Channels missing

We are just now starting to turn on NOW Mobile and noticed that the majority of our users only have Primary email.
Preferences -> Notifications -> Core UI -> Notification Channels
How do we go about creating the channels "ServiceNow Mobile Application" and "ServiceNow Request Application" for all of the users that we want to have access to mobile?

 

I opened a case with SN and they said that the only notifications that are automatically turned on for users are the push message only ones. So when a user downloads the NOW Mobile app and logs in, it only turns on the push message only notifications. We do not allow our non-itil users to turn on/off notifications, so how do we turn on the ones we want turned on for those users?
