We have found that users in the portal without asset management roles; cannot see records in lists if the State is Missing & Substate Lost or Stolen. We turned off ACLs to try to narrow down what is creating this limitation, but found nothing. Creating an ACL (to override OoB behavior) was unsuccessful. Did not see anything in business rules either. Any one know how to get a round this, outside of creating new State & Substate?
