OOTB's Create HR ticket from Catalog task

I have a requirement to create a HR ticket through Catalog Task. I heard about Universal Request however no idea how it works?
Could anyone of you please let me know whether my requirement will be fulfilled by UR or any OOTB's application module or functionality or not? And do I need to look for customization and build the same?

usually catalog tasks are for RITM and for fulfillment
HR case is for HR inquiry related stuff

Thanks for your prompt response.
Yes, indeed you're right. However my customer has some specific requirement where to fulfill the task compeltely HR needs to perform some activity and due to that we want to create a HR ticket for them.
I heard about Universal Request, which can be passed from one department to another to get into the last stage & resolved. However not aware of any challenges which I might face by involving into the HR scoped application.
What would you recommend to achieve this through a customization?
I am planning to create a flow designer and through that will create HR ticket and once that will get resolved then catalog task will be completed too.
Please let me know your point of thought or idea to implement the same?
