Hi,
I have an issue where when our standard users who do not have ITIL, or any roles, try to access any order guide on our Service Portal they recieve a 404 page error. However, when someone with ITIL/Admin they are able to access without any issues.
The items on the order are not locked down by user criteria and as soon as you add ITIL to a user they are able to access the order guide, so I am not sure what the block could be.
Any ideas?

Is it on the Service Portal. if yes please check if the widget and page itself is restricted to roles.

Managed to find it - doesnt look like we have a role restricted to this. I have just found that this works fine in Dev, the access issue is only happening in Test and Prod.

This is it. I went to the location sp_page_route_map.list and searched for *order guides. I saw that we had one that was linked to our portal that re-directed else where. I just deactivated this since we do not have it in our lower end environment. Where it is routing to is locked down via a role.
