I found this link as PA advanced features but I want to know what are the new changes in Washington compared to before in this? what is the use of those features?

At my last role at Servicenow, I supported the PA feature. But without a specific scenario I can not provide advice. I'm not familiar with what changed in the Washington Release, but you can access the release notes here:

Washington Release Notes.

I suggest you use Google to find related training using "servicenow performance analytics training" and see the results.
