Did you check in the job history to ensure it did not run?

can you check the queue maybe its queued 

Also what time zone it runs in? Maybe if runs in IST, and the system date is GMT then the condition would fail and month wont be == 12

just now i checked job history my job is not there and i checked my system timezone i think date also no issue
