Polaris Menu Provider hidden?

If you go into Now Experience Framework > Unified Navigation Configuration, you can disable or add menus to the main Polaris navigation (All, Favorites, History, etc).
However, the Application for these records are Polaris Menu Provider in-which the actual sys_scope record is missing/unavailable. If you attempt to move via update set, it won't find the scope in either environment. You can't change your application in the app picker either. System Admin can't find the plugin or app in v_plugin but ServiceNow support can see it. Are there flagged apps that can't be seen? There is a private flag but I can see other private apps. I'm curious if anyone else has seen issues when modifying Polaris menus.

ServiceNow does list this as one of the plugins enabled when turning on the new UI.
