Populate all downstream CIs as Affected CIs on an Incident from the linked Configuration Item

Hi,
This must be a common use case but why doesn't the 'Affected CI' list automatically populate with all the downstream CIs related to the 'Configuration Item' on the Incident? Do I need to create a new Business rule to recursively query the CMDB Relationship table to keep drilling down and retrieving all the downstream CIs?
I don't have any Services defined yet.
