How to populate business application & application service owner based on(selected on)application service.

Please add more details. Such as the table that has those fields. Generally, use a Client Script to call a Script include that returns the two values that correspond to the 'application service' value.

Is owner field on form level on a record? If yes, then it will auto populate. 

You can bring this field Config - Form - Business Application.Owner and add this field on form and your work done.
