Hello,
We are in the process of upgrading from Paris to Rome. Is that a way to block all users from accessing the system except Admin role?

First of all you need to create a widget and a page that too is public say page id as downtime with similar content as below in the widget. Also disable sso from your end as below
Once this is ready create a page route map entry as below
In route from "landing" to "downtime" also select all the portals available in the service portals list.

for SSO disabling type sso in application navigator and in properties disable it. Once SSO is disabled and user is not logged in above menu will not appear.
Admin can login using a local password using url https://intsance.service-now.com/login.do
