Prohibited file extension message for Attachment on portal is not showing

For some reason when I upload a file on the Portal, I don't get the message at all, and the attachment doesn't get added.
Not sure why, it's very OOTB, any ideas?

Hi,
since it is not there it is giving that error
can you try adding your extension here after comma and test once if it allows
,xlsx,vsd

Hi,
clear instance cache using cache.do
please logout and login again and then try again it should show alert if that extension is not present.

I've tested this on a fresh instance on Paris, and this error still occurs
