Prohibited file extension message for Attachment on portal is not showing

For some reason when I upload a file on the Portal, I don't get the message at all, and the attachment doesn't get added.
Not sure why, it's very OOTB, any ideas?

It definitely is. If you can, install the Vendor Risk plugin with demo data. And try attaching to an Assessment that has an attachment question, you don't get the error message

Hi,
since that system property is global. so I believe it should work for all portals.
it worked well for ESC Portal for HR Scope
So definitely issue with that portal only
