Go to UI builder and under "Experiences" search project workspace.

This will mostly be a subpage, you will have to create a variant of existing page and add a new tab.

You can add a new tab in the Project Workspace by opening Now Experience Framework  > UI Builder, locating the workspace page you want to modify, adding a Tabs (or Record Page Tabs) component to the page layout, then configuring the tab label, icon, route or container with the content you want and setting visibility/order via the Config panel, this is the supported declarative method for customizing tabs in the Project Workspace........
