Question choice not visible for some users when they trying to select from catalog variable dropdown

We have created one catalog item where we are selecting variable from sp portal to raise a request for one of the choice variable values. We have added choice value for India employees only but some users from India they still not seeing value to select under dropdown.

Users those are having admin access only able to see those choice values. It was working earlier after some patches it is not working.

please help me out with this.

Have you referred any table to show in the choice list can you share the configurations details or screenshot of the variable

Is that variable reference to other table?---> if yes , please verify user read access to that table,

And please verify reference qualifier for that variable. For example you are showing table values based on created by (or) opened by in reference qualifier.
