"No Longer Required" is selected in approval table the workflow is not moving to next step

@Ankur Bawiskar - I have a Catalog item where Approval is getting generated, if the approver click "No Longer required" the workflow is not moving to next step.

approver can select either approve or reject

Why and how are they selecting "No Longer required"?
