"Quick Message" drop down is not available in email client . what i need to do for enable this?

You have to create 1 quick message first before the selector will appear. Also you may have specified a group in the quick message. If you clear out the group field in the quick message it will appear for everyone.

The quick message option will only appear after you define one or more quick message.
System Policy > Email > Quick Messages

Please check if there are ACL's modified on sys_email_canned_message table.
Also, you can turn on debugging security rules to check which ACL is preventing showing of quick messages drop down.
