Reference qualifier on a survey reference field

Hello,
I am aware that the reference fields within surveys do not have the ability to use reference qualifiers. I was wondering if anyone has seen or come up with a work around for this?
For example I have a choice field with a bunch of State/province like MD, NY, NJ .etc and i have a reference field pointed to a location table. I am hoping to find a way to use the State/province to filter out some options on the location field. My road block being that I can't use reference qualifiers on survey reference fields.
Any helpful information would be greatly appreciated.
