What is the usecase here?
When you test something via ATF you try to mimic the real life scenario base don different roles and different states etc, and that is what should govern when your ui action shows up.

The UI action is already configured when you make it only you have to give certain conditions the same will reflect on form layout while ATF Testing..

Only use this test step to check whether it is working or not,
